MESA Programme MESA in the IOC Region The Mauritius Oceanography Institute

The Monitoring for Environment and Security in Africa (MESA) programme is a European Union funded project under the 10th EDF. It is being implemented by the African Union Commission and steered by the Regional Economic Communities (CEMAC, ECOWAS, IGAD, IOC and SADC) and the ACP Secretariat in close cooperation with the European Union Delegation to the African Union. The main partners of the programme are EUMETSAT and the Joint Research Centre of the European Commission.

MESA utilises Earth Observation (EO) and satellite technologies to generate critical products and information services for the socio-economic development of African people as well as sustainable environmental management. The Mauritius Oceanography Institute (MOI) has been entrusted by the Indian Ocean Commission (IOC) to be the Regional Implementation Centre for the IOC thematic action on “Marine and Coastal Management”. The overall objective of the IOC THEMA is to increase the decision-making and planning capacity of institutions mandated for marine and coastal management in IOC member states and in neighbouring countries of the Mozambique Canal, by enhancing access to and exploitation of relevant Earth Observation applications.

The Mauritius Oceanography Institute (MOI), a parastatal body under the Ministry of Ocean Economy, Marine Resources, Fisheries, Shipping and Outer Islands, was established in January 2000 in order to rationalise and coordinate research and development activities related to oceanography in Mauritius Waters.  The Institute also advises Government on the formulation and implementation of policies and programmes in respect to oceanography.

An important achievement of the MOI was to formulate a Joint Submission to the UN Commission on the Limits of the Continental Shelf for an extension of the Continental Shelf of the Republic of Mauritius in the region of the Mascarene Plateau in 2008.  This secured an additional sea bed area of 396,000 square kilometres for both Seychelles and Mauritius.
